CIA director Carstairs sends Mrs. Emily Pollifax to China. Her objective is to locate a Chinese informant (a barber in Xian) to discover the exact coordinates of a secret labor camp. Inside the labor camp is Wang Chen, a dissident engineer who holds crucial intelligence regarding Sino-Soviet border fortifications. The CIA needs to extract him before Soviet agents capture him.
